My Husband's grandfather, who died last year at the age of 99 and was an 80 year resident of New Hampshire didn't have to retake his driving test when he was 75, but when he was 95.
Perhaps when they instituted the law it was after his 75th birthday, so he was "grandfathered."
The final eight words are a fine summary:
"the statistic, I think, is worse than useless."
It's SO worse than useless because it fertilizes the fiction that such statistics are meaningful. Garbage is not a neutral entity.
