And your suggestion, Will, might help to ameliorate the decline in property values to which Mr. Teles refers (i.e., less supply for less demand). I don't know if any kind of determination has been made as to which areas of the city would be salvagable, how the economy could be revived, and which people (with their skills) want to return, but all of those ingredients and more would go into the gumbo of urban geography to come.

Couldn't we just do it the way the authorities of Krypton did it with the city of Kandor? Oh, wait, that wasn't intentional on their part, was it?
They didn't do that! Brainiac came along, and HE shrank 'em! So we'd have to make friends with an intergalactic conqueror if we wanted to try that approach on NOLA. I'm dubious...
