The One-Eyed Man is the title of Paul Krugman's column today. As usual, he sounds a little muddled:

Then this non-admission of sloppiness:
In last Wednesday's column I said the "original" war bonds were issued during World War II. In fact, war bonds were also issued during the Civil War and World War I.
