Not just someone who was there -- someone who was involved, and who has an incentive not to be forthright about any mistakes or injustices that went on. It's one of those "full disclosure" type things.

It seems like his main defense is: At least we didn't abuse the Constitution as bad as some others (Lincoln, FRD etc.).
