Saddam's regime was an imminent threat to his neighbors - thus to US interests. Also to any others, including said neighbors, with interests in the area lasting beyond their terms in office... He was not an imminent threat to the American continents directly at that time, though he or his acquaintances may well have become so.

Hmm, this - "It is the requirement not to act until we have achieved it which actually guarantees its reverse: no knowledge, ..." sounds familiar... Oh yes, the 'precautionary principle' so beloved by the Luddites.
