Actually what ought to warm their hearts is the prospect of any angry mob of this thief’s victims tracking him down to demand restitution. . . .possibly while brandishing tire irons or other sharp, blunt objects.

Actually, there was a minor scandal in DC a couple of years ago that parallels this. The District government hired private firms to put in red light cameras, and then paid them a percentage of the tickets collected as a result. Not sure who checked the photos and cashed the checks, but there were obvious incentive problems with the system.
