I tried to upgrade our Movable Type installation to 3.3, but something is desperately wrong:

Make sure you overwrite all the static content. (MT has a script file, some CSS, some images, etc.)
And then hit refresh a few times. (Try holding Shift while you do it.)
The new interface looks better.

It won't solve your MT problem, but it may reduce any suicidal impulses you have while working with that infernal setup.

Or, you might consider cutting the umbilical cord to MSFT, altogether, and ash-canning XP, in favor of Ubuntu Linux distro.
